The Philippines continued to tackle communist insurgency. While the military claimed to have weakened the communist insurgent group, clashes continued, resulting in fatalities. The government's reintegration programme offered a path for former insurgents to return to society, but the threat of violence remained a concern, particularly during elections. The military also shifted its focus to external defence, recognising the evolving nature of security threats.
